They both could be seen as "teens" from a classification standpoint, but the reason why it's kind of weird is because the person is aware they're out of that age group on a social level, e.g., they're now an "adult" and not "teen", and still choose to date below their age "group".

It has to do with being aware it's socially taboo and still choosing to do it, as in it can be seen as creepy or perverted. Most people just don't like creepy or perverted men, regardless of it is classified as pedophilia or just simply is gross. (Most "normal" people anyways.)
