Most concerts are free in my country, the paid ones usually have serious security like electric fences, cops with AKs, guard dogs, security scanners, cameras, tracking bracelets for the legit concert goers, etc., it's very difficult to sneak in...

Not really, there are all several big music festivals that attract a lot of people, but there are lots of crazy limitations - the cities where they are held become pretty much closed in that period, you have police patrols everywhere, random check ups, bums and beggars are picked up from the streets, the number of fines significantly increases for whatever small reasons - drinking in public, throwing trash, parking violations, there's a zero-tolerance policy on drugs, etc...
The concert goers aren't allowed to carry big bags, backpacks, umbrellas, food, drinks, medicine(except if they have papers from the doctor), etc..
There are too many restrictions - in more civilized countries during such festivals the police actually ignore drug use or dealing and you really need some good drugs to listen to the shit they're playing now at these electronic music festivals.
