Grow hair out and hop on accutane but your eye area is cooked without any surgeries unfortunately but if you get infra implants that would help so much

Indiamart thats where uou get all pharmaceuticals but do more research like how to get it to you and you honestly could get a prescription but india mart is way cheaper uou could also get oral minoxidil to grow hair out faster
