Absolutely false. It ignores the fact that women have innate preferences and will pursue the men they want given the chance. Women do have agency, are calculating, and can be great at playing the long game.

I think the reverse is true: a woman who does not at least experiment with flaunting her sex appeal in some way (wearing flattering clothing, talking with chads and other high-svm men) has low self-esteem. This is because a woman knows that her physical attractiveness is almost always her greatest asset, even if she is financially or socially successful. If a woman has access to a chad yet is not hooking up with him, it might mean that 1) the chad does not want to or 2) she doesn't think she is attractive enough to even lock him down for something short-term, so she stays avoidant.
