Ex: Let's say a game sells 1 million copies. Let's say that all the biggest communities have a total combined number of about 10k semi-regular users (I'm not counting people who sing up and then never visit), of which only 1k are actively browsing and of which only 100 are actually modding. That would mean that at any given moment in time only 0.01% of the people who own the game are actively making content for it. This number then becomes even more pathetic once you account for the fact that maybe only 10-20% of those content creators are actually talented and aren't just producing shit. 0.01% of the user base is literally responsible for all culture creation (aka game content) produced for that game's community.

And the same principles apply for literally every other medium. Consider that Amazon only has a few million self-published books.
