Cortisone ointment vs cortisone cream NEED ADVICE

I have 1% hydrocortisone ointment... oily and like vaseline
Does it work the same at hydrocortisone cream if im putting it on my nose? Its all 1%, one just feels like greasy slop that would make my nose break out
