This guys requires the complete package to ascend (basically what i am doing)
Gym + Diet+ Anabolic Steroids + Bimax + jaw implants + Almond Eye surgery + Hair transplant/ Hair system (i remember his hairline being really high hence the name eggman)
All of this to bring him up to at least PSL 4
