think it might be possible to get close to it surgically

just get a mentoplasty (chin reduction), a canthoplasty (and a lot of other eye surgeries to get the hunter eye look), etc.

think if you have the right plan you might get close to it. for now though just hide your philtrum with your mustache (if you can't grow one just use minoxidil) and possibly a beard.
