its strange that most countries do not have laws requiring prospective welfare recipients having established bloodlines to the land (100+ years in the particular country). this attempts to ensure that only those whose families have paid taxes to the country can leach off the state.
i lenient exception, would be a welfare limit for those who cannot provide historical ties to the land, in which case they are only permitted to 1-3 months of welfare before it ceases). this would strike a balance between leniency, social stability and safety nets. it should also require a term limit on welfare (3-5 years max before state required labor with humane conditions).
