yes, those can work as hair growth stimulants whereas balding is mostly caused due to stuff related with androgens, so you can only cure it by castrating urself.

the growth stimulation can outpace the balding process for a couple years, but not stop it.
if you stop the growth stimulation you will go to your true norwood in months, which will probably be 1-2 norwoods higher than what is showing if you are actually balding and on minox

The typical balding usually always leads back to TGFß overexpression which leads to build up of collagen and thereafter Fibrosis. Androgens themselves do not cause hairloss directly, maybe perpetuate it under certain conditions. IGF regulates TGFß1 with a strong grip and DHT and its downstream 3adiol and 3ßdiol may overexpress it in some way.
One of Finasterides mechanism in aiding hairloss may be that it somehow increases IGF expression and activity. Besides that it might also have effect on the corticosteroid receptors and androgenpolymorphism and whatever ...

There are many ways to regulate TGFß, but if we look upstream in a many who has alopecia, it is very common that they already have a soaring TLR4 and therefore SIRT upregulation.
Niacinamide can regulate SIRT, Taurine can regulate TGFß1 (or 2 i dont remember) and TLR is basically your endotoxin count.
You can recover your hairloss in many ways but the common strategies are too ogre for me (Minoxidil, like the name suggests, is a drug similar to Nitric Oxide and likely has a syngergistic role with prostaglandin ... which is not good in my ideology at least)
