Curly frizzy hair (Ethniccels and curlycels GTFIH)

My hair is curly. But it's so frizzy and dry. I've tried almost everything from leave in conditioners to oils. I want my hair to look something like this in the future:

Ya ya I know jbw. I dont live in the west tho and Im tall so it doesn't really affect me that much
