Nah, frontal bone is the limiting factor to how and which direction the maxilla grows. You can have a good maxilla but its downturned because your narrow temples /parietal bones screw your growth in shitty dimensions (like frontal bone and browridge frameshifted downwards.)

Shitty maxilla shape/orientation is a symptom of neurocranium underdevelopment......
