Dark under eyes

I believe I have dark under eyes due to 2 main factors, think skin in the eye region and recessed infra's. What is the best solution to these 2 things at 15 without surgery, I get enough sleep and eat well I feel quite stuck

I don't really know how it works but I had dark/ purple circles around my eyes and after applying last night and this morning the circles have noticeably brightened up

We're in the same boat lol, my under eyes bad and it looks worse in light
