Dark upper lip ruins my face

I have really dark upper lips but my lower lips are very pink ig it's due to genetics but am tired of them, is hydroquinone safe to use to on my upper lips will it lighten them? I have used shrubs and always keep my lips chapped and hydrated but nothing seems to be working
