Yeah 23 sounds big "on paper" but IRL it's not that impressive if he were around other naturally wide clavicle/scapula people even with no muscle, or any multi-year gymcel with dedication to shoulders and normal frame, or near any fat people lol

I measured myself against a wall with a ruler to see how wide I am and I got like 19 or 20 inches, which isn't bad considering I'm only 5'10"

the only statistics that exist appear to be based on population samples that are relatively short, i.e americans or asians and don't have any details besides that, i.e what's their economic background, they also don't make any mention of correlation between the two, i.e you'd expect taller people to realistically also be wider, but they won't realistically look wider because skull size also tends to increase, and pelvic width likely also goes up according to the circumference of the rib-cage, which on pictures could make it look roughly the same.

so it could be that he just has a pinhead, which if you compare it to the skull size of the short asian man he's standing next to might actually be the case.

the average height is around 6'1 or 6'2 in my part of the netherlands, and if I look around and compare I wouldn't be surprised if 22~ inch or so was quite common.
