The existence of debate itself on a topic is the premise that we don't know enough. All the players in a debate are what in ancient greece were called philodoxes, people who give a veil of logic on a substantially flawded argument. It becomes just a game of who do you want to appease, and usually one of those 'who' is yourself.
Debate is useful only when new inconsistencies on the premise are found, thus unprecedented information is needed for a debate to be fruitful.
