Deep set eyes or buldging eyes?

I want to fix my eye area and want to put either retinol or volufiline there. What do you guys recommend? Also are my eyes buldging or deep set?

That plays a role as well but his brow-ridge is not big. It's average.

he doesn't actually have much of a brow, just deep set eyes with a lot of fat, but his eyebrows kind of hide it.
