It just doesn’t. Democracy in multi ethnic societies leads to divisive populism, racially charged policy, an us vs them political attitude that goes along racial lines and strained ties between groups. There’s many examples of this
The first example is America. Democracy flourished when it was mostly white with a small black minority, now that whites are quickly being outnumbered, you already are seeing two camps arise in US politics. Anti migration vs pro migration. Nationalist populism vs globalist liberalism. All due to ethnic tension between non Hispanic whites and Latinos (who are quickly becoming a massive ethnic group within the US)
Another example is africa. The typical African country has 3+ ethnic groups that make up the population. Almost no african country below the sahara has a dominant ethnic majority. Due to this, no one is on the same page politically. Different ethnic groups have different interests and compete for power. Corrupt politicians take advantage of this divide to get into power and enrich themselves. The entire concept of western democracy has been a failure in Africa due to this.
European nations will feel the brunt of this effect once their demographics are permanently changed from a white majority to an ethnic majority in 20-30 years from now
I could go on and on. Multi racial societies can’t have functional democracies. Racial unity is what creates the conditions for democracy to flourish. Meanwhile multi-culturalism needs dictators to keep things in check and enforce nationalism over racial /ethnic affiliation.
