Depends how small the persons frame is, also depends on other genetic factors of building mass such as fiber type, androgen receptor density, myostatin levels etc
Although at 5'9 it is very unlikely unless you dont mind being 20% bodyfat, 85/90 kg would be a more reasonable goal
