can never know how many crimes are committed cause they are happening all the time and many will never get reported.

So it might be reasonable to say that: Black people are arrested and convicted for X% of the crimes in the US, it is always wrong to say that black people commit X% of the crimes in the US.

AAlso if you want to get technical about it the crime statistics for blacks in USA are even worse

Reality is that 4.5% of young to mid age black males commit like 50% of violent crime.
