Sure, but a lot of those gains on these tests is because people are more used to taking standardized tests. People are doing better on the subtests which are more "teachable". On the subtests that test more innate intellectual abilities, the scores are dropping. It's estimated that in Victorian England, the people there were 10-15 IQ points higher than whites today. The fact is that urbanization, low infant mortality, etc has created a dysgenic environment and we are getting less genetically intelligent.

The scores on the subtests that test the most INNATE parts of intelligence are dropping, yes (like the reverse digit span test). The Victorian IQ was estimated by things like reaction time tests and color differentiation, which are strongly correlated to IQ. So not a perfect metric but enough to strongly suggest that the dysgenic pressures have been making people more retarded since the Industrial Revolution.

Our intuitive category is driven by physical features, which is why a lot of people considered Caucasians (like Georgians etc) white even up until recently even though the genetic testing says not really (although some can cluster sort of close to Russians). Probably both, again, you're never going to get a concrete definition of race because it's inherently somewhat vague and arbitrary.

It's worthy noting that races also don't remain as intelligent in time. It's my opinion (backed by facts, but I won't get into an autistic debate about it, just recapitulating my views) that Southern European Whites as well as Middle Easterners (Romans considered Syrians to be scholars, etc) were once the most intelligent. Northern Europeans/Germanics were probably not as intelligent, but the high standards of living in the Greek city-states and Roman Empire probably had dysgenic pressures which intensified with Catholicism forcing intelligent people to become celibate priests in order to continue their studies. Meanwhile Protestant Northern Europe didn't have such restrictions, which caused their intelligence to rise with time, which then declined since the Industrial Revolution which was likely the peak of their intelligence based on the achievements they made in inventions, etc. There are other examples of this happening throughout time. It seems that empires and high standards of living are very dysgenic. East Asians are now the most intelligent race but they are undergoing dysgenic pressures as well (look at South Korea).

You simply cannot define race by physical charicteristics because there is no 1 physical trait that defines any race, if i showed you a black dude who has "white features" you would just say "well he doesnt look white!".
