The idea of surgery is allowing the ligaments to stretch further which is achievable through hanging/strecthing so why would anyone in their right mind do surgery when you can accomplish the same cheaper and safer in the comforts of your own home?

No. It will most likely not be clamped on hard enough. Lenght is a lot easier for most to gain than girth so I would not worry to much. Almost everyone can get 2-3 cm in their first half year - year of hanging/stretching.
