Why is it ok if a man whips his kid with a belt for any reason he wants, but it's domestic violence if he does it to his wife or girlfriend?

If a man whips his wife, it's domestic violence.
If the police whip a criminal, it's a civil rights violation, especially if the cops are white and the criminal is black. Doesn't matter how violent the criminal is.
If a parent is old and sick and the child whips the parent, it's elder abuse.

Honestly, it depends on how hard the child is whipped. Depending on how "harsh" and how often the whipping is, it can be considered discipline or abuse.
