Its probably nature's way of balancing out the massive smv whites have lol. But if a Scandinavian stays their and move south and eats healthy, they seem to age pretty well.

But in terms of literally looking like 20 then yea it seems other races can do that till early 30s, maybe East Asians mid 30s. I think blacks just look a tad older due to the face being more masculine looking at a younger age, but they maintain that youthful look for longer.
