Most people typically meet their core friends/social circle early on in their life through school or work and then receive a steady supply of mutual acquaintances that could turn into friendships through those friends.
Essentially the rich get richer, those who have a large social circle can easily increase it without much effort or thought.
Obviously, if you're in school, and are working with co-workers, try and maximize your connections, as this is the path of least resistance to a better social life.
But if we assume neither of these are available options, then what is left?
Here are a few to consider, listed in order of likelihood of success, i.e. how likely you are to meet fairly neurotypical people.

- Pickup sports
- A subculture or group of people with a similar interest (e.g. geology, chess, etc...)
- Similar to that, joining a class (boxing, art, surfing, whatever might interest you)
- Volunteering
- Doing odd jobs/yardwork for neighbors
- Going to a convention/publicized event
