It’s not an official requirement as far as I know, but it massively boosts your chances. If your thread didn’t make it to BOTB, it usually means it wasn’t considered important enough or it’s something that’s already been covered, so it doesn’t really highlight your contributions. So in practice, BOTB kind of ends up being a requirement.
