Disney may be worth $140 billion, but it has cash reserves of only $5 billion. So that's a ratio of 1 : 28.
By comparison, Apple is worth $1.3 trillion, and has cash reserves of $200 billion. That's a ratio of 1 : 6.5.
Doesn't matter how much your mansion is worth if you can't afford the rent for the land it's sitting on.

After all their operating expenses are factored in, you end up with an actually pretty small amount of cash assets.

Comics books don't sell as much nowadays and with this pandemic preventing theatrical previews, Marvel's movies have to be sold digitally, and from I imagine, it isn't very lucrative.

With theme parks, cruise lines, movie theaters and ESPN all out of commission because of the virus, Disney is getting deeper and deeper into debt. Lot of stuff getting cancelled, delayed, or shut down.
The Splash Mountain redo getting greenlit was a kneejerk response that wasn't fully cleared by the beancounters and they really aren't in the position to tear out all of those concrete sets and redoing them right now.
And with Tokyo Disney's owners not giving a fuck about PATF and just wanting to keep the cute animal ride, they can't boast about Song of the South being banished forever whenever they take care of the situation in America.
