For example my country (Macedonia) is in a qualifying group with Italy, Portugal and Turkey, and only one of these 4 will go to the world cup. Now lets say Macedonia and Turkey definitely won't go, now either Italy or Portugal will not go the world cup while some shithole East European, African or Asian country will go just because they were assigned to shithole qualifying groups. Imagine you have 2 groups for a match, one group consists of Bob, James, Bill, Jack, all skinny fat subhumans who never fought in their lives, and only one of these subhumans gets to go into the final. Then you have another qualifying group consisting of Khabib, McGregor, Tyson Furry, Myke Tyson, and from here there will be only one that will go to the final.
