Sebaceous filaments are different from blackheads.

How can you fix these?

you can't, but tretinoin made mine invisible most of the time.

How can you fix these?
Double Cleansing if u have oily skin
If u have them and ur skin is dry you need to hydrate it
 
Sebaceous filaments themselves are part of you, everyone has them, they can't be removed. When they get dirty it appears as black aka blackheads which can be cleaned. It is possible to make them invisible or barely visible, usually what's recommended by skincarefags is BHA OR AHA liquids.
