Bit of both. For example a German accent makes your voice deeper while an Indian accent make your voice higher for some reason. Just how the accents work.
But that's just one part of it. That wouldn't matter if indians were all tall chads

The accent failos the looks. But that is due to social conditioning, so it's really hard to figure out thr chicken and egg here.

Take Hrithik, give him normal clothes and accent and he'd have comparable appeal to Ryan gosling.
