Seems like a good question.
If you were so deformed to begin with that you needed surgery to reach a human level, would it be immoral for you to have children? You'd pass on the deformities to them, and curse them to hardmaxx in future as well.
I feel the only situation where it's morally alright is if all the problems that caused your subhumanity were preventable via good parenting habits. Me for example, I had HTN potential easily because of excellent genes inherited from my Tyrone father, but my moms shitty caretaking (in every sense) dropped me to weak MTN status.
I'm leaning on no. Especially for manlets and those who have genes which make fat gain easier. It's cruel to make your children suffer as you did, and have them rot away on Indian homosexual fourms to seek solutions to their problems.
