For your maxilla you can change some habits (swallowing,tongue posture,etc) and get MARPE these things won't give you much but could give you atleast a bit of foward growth and for your mandile you can't do that much would maybe recommed getting a schwarz expander and for your infraorbitals there's no non surgical option really (rep if this was helpful)

what if my ortho says no to having a scwarzs expander even though i think my mandile and maxilla are recessed,

Seconding this. MARPE won't really help that much as most of the forum says. Only people with really narrow palates would benefit from it
