go on a bulk asap, you need to put on 10kg of muscle at least. Although it also depends on your age

I’ve been bulking for a bit I started at 129 pds I’m at 145 right now
 
waist is blocky tbh, take a another pic of a double back bi so I can get a better look
avoid heavy db rows, heavy squats and deadlifts
make sure your food volume ain't high
dont train obliques

in order to have a true v taper, a small waist is needed and that is from genetics, to have a v taper without a small waist like ur self is to grow ur lats and rear delts, tho it might make u look weird

Ok so continue to bulk for now and cut when I have enough shoulders and back
 
You've got decent shoulders but it doesn't taper off enough into waist to be a V
