There is definitely some shading although I wouldn’t say it’s medical, I’d reccomend sleeping more hydrating better and allievating any allergies, if there is still an issue of pigmentation, then a topical like hydroquine may want to be used

Well yes you need skincare for sure
Azelaic acid in the morning with SPF50 to all the skin
Mid day routine ,cleanser + niacinamide 10%+ 1% zinc serum then add some vit c serum
Night time routine tretinoin start with 0,025% then hop on 1% small amount and moisturizer then
Hydration all night mask cream
Under eye area patches with micro needling for collagen boost ( you left them all night )
Caffeine serum for under eyes every morning + hyaluronic acid + vit c cream before sleep for eyes only
Pretty much these or ignore the tret part and hop on accutane + all the others I mention
