Yes I've read that its a result from high positioned cheekbones and low nasal bridge
Also people who have lesser projected nasal bridges tend to have epicanthic folds

in which the epicanthic fold covers the medial canthus so it's not visible. In that case medial epicanthoplasty or augmenting the nose bridge can improve the medial canthus by removing the overlaying tissue thats covering it
