im 17 but my tanner stage is 3.7-3.9 so im barely starting puberty
im 174cm
60kg bw 15% bf
was ow at 35% but lost it in a safe 300 kcal caloric deficit for 1 yr
mexican/latino w arabian and spanish ancestry
test levels are stable at 490

focus on bulking up, lift hard, sleep harder since your t level are mid
maximize your puberty window by all means.
i finished my cut and at 15% bf should i bulk? i deffo can just to be sure
i have a 1 yr streak in the gym but recently took some time off due to an injury,next week im discharged
i sleep well but my schools fucks up my circadian rythm so idk how to improve
how else do i maximize it

You're at 15%—perfect range to lean bulk without looking like shit, make a controlled surplis +250-300 cals/day, no one wants you to dream bulk into a fatass, you're in your hormonal prime, maximizing it is not optional unless you want to spend your 20s coping and "cutting" to see abs on a 65kg frame.

for sleep,
get sunlight in the morning, avoid screens/blue light 1 hour before bed
same wake-up time every day, even weekends
cold dark room, blackout curtains
magnesium glycinate + l-theanine before bed, if you are really serious melatonine on the short term

i cant get sunkight in the morning until 2h after i woke up due to school i wake up 5am everyday im tired
even weekends? hell naw why i cant i need my sleep
im buying magnesium and l theanine but no melatonin

what else?
 
Focus on nutrition you need to be in a calorific surpluss sleep alot go gym and do some Sports like sprinting swimming
