Id say Botox m. depressor anguli oris and m. alaris for better nose to lips and better philtrum (There's a thread to do it diy but I would recommend going to a professional clinic), rhinoplasty for slimming nose, Lip widening surgery, chin implants for wider chin and projection and filler in jaw, cheekbones, forehead, etc. (Where you like it to be)

Your friend is mostly incorrect. I read research on it. It might postpone growth, but people always catch up later than.
But, is there a way to do it, that it won't stunt growth? yes, for sure. Just DON'T do crash diets, but go into a small/limited deficit for long time, making sure you intake enough of the needed neutrients and obviously protein.
If you go in a 200 cal deficit, and 5000 callories deficit gives 1% fatloss. you can lose 1% fat per month (giving 1 cheat-day per week that can eat a little more). do it for 6 months and you should be okay/better.

Also stupid phylosophy from friend. To go luck ugly in your teens, being invisible to your same aged girls, because one got a fat ugly face. Because, muh height
