Do i look very old compared to my age ?? Am 19

Is my skin elastin dead, loss of collagen or fat pad ?? I dont go out much in sun without protection although a few times i just tan myself a bit for vitamin d . Is there any way to make skin youthful . I live in a desert area so sun rays are pretty strong during day. Also my facial hair is just untrimmed so dont judge that. Maybe its due to regional adaptation to hot climate ??
