Do looks really matter?

My chopped friend is around a 3.74-4/10 yet he talks and are friends with many girls at the school, to the point he can say anything he can to them. One time someone dared him to go up to one of them and to say "Can I rape you" which he did and the girl started laughing, it wasn't a fake laugh but a genuine one, and she is pretty attractive girl so its not like he went up to the ugliest one. The girls allow him to touch them for example giving them head pats and things similar to that without showing any signs of disgust or discomfort. So my question is, do looks really matter or is it really the personality that counts?

Thats kinda of exception to the rule most of us did not had anyone to tell us how to have a good personality i am sure when he started doing those things first he would have been pretty much embarrassed by the girls but now he has made it his personality so even if any girls goes against him disrespects him its not gonna matter to him in short he is a jester prolly a dick head for saying to a girl that
Yeah its not really cool its just that he does not seem like a threat to them and looks like a bitch to them and at the same time he is funny too(prolly) so it cuts out but when it will come to dating jesters mostly lose because they look really bitchy

Once he becomes around 18 it will be brutally over for him he will never have a girl love him and most likely will lose most if not all friends

I'm not under rating him at all, He is very poor so his hair is just a mini afro (no haircut at all) he has a whole bunch of hyperpigmentation on his face just overall very low appeal
