Do muscles look brutal on manlets

I mean if a guy is 5'8 or below will muscles make him look like a clown?
Cause it wont add up being tall and muscular would look good but if short then prolly lean or natty muscles would look fine roids would only make a short guy look like a clown
I see short skinny guys slay but gymmaxxed short guys are khhv
