'90s and '00s are weird fucking times where caring about your looks became unfashionable. People forgot how to fucking dress, gray sweatpants and hoodie became typical style for a man, if you wore jeans and clean t-shirts you were already a fashionable guy. Anything more sophisticated and you were a fag.
Hygiene and grooming was looked down upon. Reminder that back then journalists made up special term of "metrosexual" to refer to a man who is straight, but also does skin care and uses fragrance lol.
