Specifically referring to when people have a low fade like this and remove their sideburns:

Does this make your face look shorter or longer? I’ve heard some people say that sideburns help elongate the face.

Sideburns make the face wider, hence changing proportions making it appear slightly shorter. They also can make the face look longer if the sideburns themselves are vertically long.

Also make face look wider so proportion for your face shape.
