Depends, the ancient Turks didn't have a single phenotype they also looked like Scythians and other Indo-Europeans, as recorded in Chinese sources about Muqhan Khagan and Yenisei Kyrgyz, Uyghurs etc

But they can also be dark haired dark eyebrowed Asians
