Do well developed zygos always imply a good maxilla?

Is it possible to have any good outward+ forward zygo visibility, especially in the side profile (like pic below) without an atleast above average maxilla?

You can have mogger tier zygos and gook tier maxilla bro

define well developed zygos
Like the ones in the picture that visibly stand out like mikkelsens but are also part of a frontal ogee curve which can be seen from the side, making it look they connect to the upper jawbone

Usually a projected maxilla is related to a wide one (good zygos) but there's people like me and this guy that have a recessed but wide maxilla /prominent cheekbones
