Why do you think we don't have it? It is not provable in the absolute sense either way, it's more of a philosophical or metaphysical question. We can predict what people will do in a general sense, and of course we have reflexes that are uncontrollable like slapping something away in front of your eye, but these are very different than conscious choice which can never be solidly predicted
