iq and learning capability is genetic so overall genetics but for higher iq individuals its more environmental
born lower iq= genetics influence more as less learning occurs
born higher iq = it is more environment/experience based as more learning occurs

Both play a huge part, but I would say environment is more important, because the environment can turn certain genes on or off through epigenetics.
