depends of the social context the person is

for an example here in brazil castizos arent ethnics and most often mestizos arent ethnics also if they have straight hair and non-african facial features (unless theyre like very dark)

ethnics here are mostly darker skinned mulattos, blacks, asians and pureblood indigenous people

people who arent considered ethnic, and get labelled as white:

'almost' or pureblood europeans (pomeranians for an example)
castizos
lightskin mestizos, mulattos without curly hair
lightskin/caucasoid arabs, persians, and other lightskin MENA ethnicities, maybe pashtuns too

we have a Brown label as well, which falls under 'ethnic'

but ofc thats conventions we use internally amongst ourselves and for government censi purposes
abroad it varies from place to place

Southern Europeans like people from Spain, Italy and Greece are white, just not aryans/nordics.

When it comes to people from south america, it really depends.
For example Argentina and Uruguay have very high european ancestry.
Brazil and Mexico? Not so much.

Ultimately it comes down to looks though.
Would some 6'3 brazilian Chad that looks fairly white care about being called ethnic by some 5'10 german LTN for example? I don't think so.

What is even considered nordic at this point? High steppe ancestry? High western hunter gatherer ancestry? The baltics, essentially lithuania and latvia, technically have the highest combination of steppe and whg ancestry. Norwegians might have slightly higher steppe ancestry, but they have considerably less western hunter gatherer ancestry. If you take Europe as a whole, overall the most DNA is anatolian neolithic farmer DNA, even northern europeans have like 1/3rd ANF DNA. That said, the vast majority of the Y chromosomes in current Europe originate from the steppe, even in the southern regions it's 30-50%, while the more to the north you move it goes to 80-90%.
