Because the state can avoid the destruction that often comes with allowing female sexuality to regulate the genepool

Severely autistic men should not reproduce and women are repulsed by them, so their sexuality is eugenic in a sense, but not when they start eliminating perfectly fine men from their dating options just because these men are not insanely tall or extremely good-looking. That is when their sexuality starts being counterproductive.

As for criminals, they have positive qualities in general, though not for the maintenance of civilization necessarily. For example, criminals are not desirable because they break rules, but they have the guts to do it, which requires strength, initiative, and a capacity for violence that most nice guy betas that are civilized don't have.
