Because civialians all or mostly evacuated the war torn areas of Ukraine whereas there’s no or minimal evacuation from Gaza (only dual nationals I think)- and it’s a very small heavily urbanised area so a high civilian death % is inevitable- in most wars like 50% civilian death count is normal- but this is in a very urban built up area so 80-90% civilian deaths is to be expected
