Social media trends work for stuff like fashion music ot pushing a celebrity into limelight, starting a family is a serious life decision not something you can make by watchinf a tiktok video. . TikTok won't fix birth rates. And while daycare and free IVF help they don't address why people don't want kids in the first place the real issue is financial insecurity, feminist independence etc. They mainly support those already planning for kids rather than encouraging those who are hesitant.
